Representative King (R-NY) introduced a bill (H.R. 4468) to direct the Secretary of the department in which the Coast Guard is operating to study and report to the Congress regarding recreational vessel operator training. (https://www.gpo.gov/fdsys/pkg/BILLS-115hr4468ih/pdf/BILLS-115hr4468ih.pdf).
