Description:
This course is designed to measure a ports ability to effectively respond to a maritime critical incident. Through lecture, discussion, and practical exercise, the participants will apply the incident command system and test command and control procedures, communications, logistics and ability to rapidly respond to a maritime critical incident using presently existing assets and resources.

Terminal Performance Objective:
Given a scenario, the students will demonstrate the skills necessary to respond to a maritime critical incident response involving a terrorist threat, according to the principles and techniques covered in this course of instruction.

Interim Performance Objectives:
1. Identify the critical elements of an effective incident command system given a maritime critical incident.
2. Demonstrate the application of the incident command system given a maritime critical incident response (MCIR) given a terrorist threat afloat.
3. Identify strengths and weaknesses in the maritime critical incident response and make recommendations for improvement.

Method of Evaluation:
1. Demonstrate proficiency during practical exercise.
